Jefe de Estado lamenta fallecimiento del Defensor de la Patria Bolivariana Carlos Escarrá Malavé.

"Es un gran revolucionario, un gran soldado de este pueblo, entregado por entero a la batalla, a la Revolución, soldado de la ley, soldado constituyente, soldado de la Patria nueva", con estas palabras lamenta el Presidente, Hugo Chávez, el sensible fallecimiento del Procurador General de la República, Carlos Escarrá Malavé.

"Nosotros seguiremos con él en la batalla", manifiesta el Primer Mandatario durante el acto de graduación de 306 Oficiales de Tropa, donde se le rinde un sentido homenaje al incansable defensor de la Patria.

Escarrá como abogado de la Nación desde el mes de agosto de 2011, estuvo enfrente del litigio en el caso Exxon Mobil y el Ciadi, además era partidario de la creación de un tribunal de arbitraje en la Unión de Naciones Suramericanas, Unasur.

THE NATIONAL ASSEMBLY OF THE BOLIVARIAN REPUBLIC OF VENEZUELA, AS A SPOKESPERSON FOR THE SOVEREIGN PEOPLE AGREEMENT TO CONDEMN THE TERRORIST ATTACKS IN THE KINGDOM OF NORWAY CONSIDERING

That on July22nd 2011, the humanity was shocked by the double terrorist attack occurred in the Kingdom of Norway, being the first in its history, with a car bomb explosion in the capital, Oslo, and a shooting in the nearby island of Utøya, in a country where, paradoxically, is given a Nobel Peace Prize every year, and with a balance of nearly a hundred people deceased, committed by a Norwegian citizen, fanatic and confessed murderer. A terrorist act that has torn the heart of the world.

 
 
CONSIDERING
 
  That The National Assembly of the Bolivarian Republic of Venezuela, a spokesperson for the sovereign people and a politic public space in which plurality and cultural, social, political and religious diversity characterize its institutional existence, cannot less than condemn this abominable criminal act that conflicts with the Title III of the Human Rights and Guaranties, and of the Duties, from which our Constitution is devoted, and overall, in the human nature itself.  
 
CONSIDERING
 
  That this terrorist act brings to surface the urgency to strengthen the democracy and solidarity between the people so that civil, social, politic, economic, cultural and peaceful rights, be guaranteed and promoted as a method of solving social and human conflicts, against fundamentalisms and violence as a form of expression and solution to differences and antagonisms.  
 
CONSIDERING
 
  That in the world, xenophobia, ultra nationalism, racism, fundamentalism and irrational expressions, pervaded by an extreme radical politics, are ideological supports to nations that consider themselves police officers and owners of the planet, one of whose products is fanaticism.  
 
AGREES
 
  First. To repudiate strongly this terrorist action against human beings and against goods from the Kingdom of Norway.

Second. To denounce the Nazi-fascist imperial policies, based in the "manifest destiny" the supremacy, the expansionism, the media manipulation and the terrorism of State, ideological anti-values that lead to fanatical and terrorist actions, like the one we condemn today.

Third. To express our condolences, solidarity and support to the relatives and friends of the victims, to the Government of the Kingdom of Norway, to the Social-Democratic Labour Party and to the Norwegian People in this moment of tragedy and universal grief.

Fourth. To call for international cooperation from all the parliaments of the world to approve laws and inter-parliamentary instruments that chase and prohibit, without distinction, any action that promotes, stimulates and appeals terrorist activities in any of their expressive forms or connections and territorial areas. Because terrorism cannot be a form of doing politics. Nor with words, nor with facts.

Fifth. To make public the present agreement.

Being signed and sealed in the Federal Legislative Palace, headquarters of the General Assembly, Caracas, on August second, two thousand eleven. Year 201st of the Independence and 152nd of the Federation.
